Probably file locking, probably not OOo's fault I'd hazard.

If its locking then see if commenting out...

SAL_ENABLE_FILE_LOCKING=1
export SAL_ENABLE_FILE_LOCKING

It is enabled... Disabling it doesn't change the behaviour. I can create/save a file, but I can't open it and save it.
