If I'm not mistaken, I do believe Ogg as a container only supports other
Xiph-related codecs.

Dirac was originally developed by BBC but fits into Ogg. Sure, you cannot fit in arbitrary codecs into arbitrary containers but considering the world of free and non-patent encumbered codecs, Ogg can fit in, just fine.
