I do not think that this is only the software that can be preinstalled out-of-the-box, but rather the options and features that can be polished in power settings on fedora workstation, either enhancing tuned (create specific profiles for desktop, improve GUI, etc.) or discuss improvements of GNOME power settings, etc.
