Well, let's assess feasibility of such a big change. If it's too big
for one release. We can do it in two steps:

F24: the download page can still offer images to download and there
will be just a link to Live USB Creator in the "What is a Live image?"
section.

F25: the download page will primarily offer the Live USB Creator for
download.
