I've used successfully explore2fs (http://uranus.it.swin.edu.au/~jn/linux/explore2fs.htm) on both Win NT and 2k, to read ext2/3 partitions under windows on the same pc in a dual boot configuration.
I've used it only to read Linux data and copy them to windows f.s..
The author of explore2fs has also started working on a read-only ext2/3 driver for Windows NT/2000/XP/etc. ( http://uranus.it.swin.edu.au/~jn/linux/ext2ifs.htm ) I haven't tried it, but it looks like another option.
