I confirm that I can now mount a vfat-formatted loop device as a non-root user with the appropriate line in /etc/fstab and just doing mount ~/crypt1 in a shell - thanks! HOWEVER it seems that if I do not put the line in /etc/fstab and instead try to mount -o with all the same options from the commandline, then I can only do that as root.
