yes.

think about it: *any* user would be using "-o" then and doing perhaps
nasty things. /etc/fstab is (hopefully) only writeable by root and *he*
determines the -o(ptions) to mount a certain filesystem.

my "man 8 mount" says:

(iii) Normally, only the superuser can mount file systems.  However, when
      fstab contains the user option on a line, anybody can mount the
      corresponding system.

...and when you "do not put the line in /etc/fstab", there is no "user"
option in fstab any more - hence only the superuser can mount it.
