Lets assume for a second that we can cut a release from a SHA1. Do you
think that would allow us to cut a release, say, every three weeks if
there are any fixes/backports
getting in?

No - the "window of danger" is a technical issue. It's separate and orthogonal to the eminently political issue of when to cut a release.

If you're asking me (a volunteer with no political clout), cutting releases every 3 weeks (or even every "n" weeks) is simply not feasible.
