Of course it isn't.  It's the way a lot of lists are being run.  The
only question is how many announcements are involved -- if there are a
lot, as is the case on this list, then that is a good reason to split
the traffic, and make people subscribe to both lists if they want both
sets of messages.  That may well be the case here.

Actually, the whole idea that subscribing to one more list is some
sort of onerous task that people shouldn't be forced to undertake is
what is really silly here.  :-)
