that mirror you are using dosent seem to have the  data for CentOS4 as
yet - their base OS tree is empty.

http://ftp.nluug.nl/ftp/pub/os/Linux/distr/caoslinux/centos/4/os/i386/CentOS/RPMS/

Use something else, or wait for this to catch up sometime soon...
