You won't have Speakup on your portable system unless you hook up some
kind of external synth. However, you can sure have multiple booting
options in lilo (or grub) to let you boot with, or without the synth.

Fortunately, the price of Linux access is right, so there's no reason
not to have Speakup, Emacspeak, Yassr, Brltty, and every other
accessibility advantage available. 

This is exactly what I do.
