It only works with emacs out of the box.  festival-say-region is the
main function provided for usage within elisp.

Did you already have a look at either ViaVoice TTS or eflite?  Both
should allow you to get software speech on a laptop.  The former is
non-free, and a little hard to get right now, and the latter is free,
but not that good in quality right now.
