Scrolling through a file in Emacs

Hello all,

Is there an easy way to scroll through text in a file in Emacs? I am
referring to something equivalent to what the up and down arrow keys do in
Windows. 
I am aware of Emacs'  commands which let one move to next or previous
character, word, line or screen. However, using arrow keys to move between
lines can be a lot faster, particularly when skimming through text. 

Pressing the down arrow key while in a buffer creates a new line. Is this
normal Emacs behavior?
