Firstly, it'll happen if your system is set up to start the X gui (still a possibility, but not likely since you said you noticed an "init level 3" message). It may only appear to be that way as you may be making an incorrect assumption regarding what's on the screen. Try going to the top-left of the screen, and then working your way downward in order to see a logical progression of what was written to the screen.
