If you mean that you want to use a modem over a cellular telephone connection, yes, you can do that if you have the requisite equipment and accounts. Obviously, you need a cell phone account, and you need a modem that knows how to use cellular, or a modem that can talk to a cell phone. My solution is the latter. My Audiovox 9000 has a data port and I connect to it over a serial cable. It is only 9.6, though. I don't know of anything faster. And, it can get expensive quickly because you can eat up the minutes very quickly this way.
