GRS on unconfigured range

Also note:
- most of the operators don?t use CRC4 on the E1 for SS7 or MFC:R2, but are used commonly for PRI. But you may encounter some that uses CRC4, wild world...
- take a look on this issue: https://issues.asterisk.org/jira/browse/SS7-59 <https://issues.asterisk.org/jira/browse/SS7-59>, may apply to your code.
