Loki is a new project being developed has recently been added to Fedora
Hosted: http://fedorahosted.org/loki

Loki is a server farm manager that uses Func. There is talk of expanding
Loki to know how to manage VMs and other resources. For now it's hard
coded to maintain a farm of buildbots (http://buildbot.net). For Loki to
do other things buildbot management would need to be abstracted to a
plugin so that VMs and other things could be plugged in instead.

Our initial intent with Loki was to centralize the maintenance of
buildbots across a large build farm. Version 0.5.0 has just been
released including the following features:
Ability to maintain information about servers, create and manage master
and slave bots, and generate basic config files for bots.

Features under development include:
- -full featured config generation (irc bots, schedulers, etc.)
- -web interface
- -object abstraction (buildbots, VMs, etc.)

Quite a few folks have asked for an extra-lightweight, easy to setup web-app for viewing which virtual machines run on what hosts and starting/stopping them. Something like this has a lot of potential, especially if it will extends beyond build tools into generic VM control.
