The point seems to have been missed. The primary salutary effect of a *collective* decision would be on prospective smokers, e.g. children. Current adult smokers 'twould be more likely to kill than cure, hence the sacrifice mentioned in a non-quoted portion of my post. The author of the complained-of code roughly corresponds to the adult smoker.
