Can't answer the debug question. However, to send files to your phone via Bluetooth you'll need to install bluez-obexd You'll need to logout/login for the daemon to run. To check you should run systemctl --global --user is-enabled obex "enabled" should be returned. I just sent a file from my desktop via BT.
