Well, I have solved the problem and it seems the solution was simple
enough but subtle.
All I had to do was uninstall Audacity from GNOME Software and then
install it from DNF via:
sudo dnf install -y audacity
GNOME Software installed a Flatpak which does not work perfectly,
whereas DNF installs a RPM along with dependencies like port-audio.
I now have the "pulse" option and can play videos from Youtube and play
audio in Audacity without any problems.
No guarantees, but a chance.
This proves mainly two things:
1) I'm an idiot.
2) Flatpaks are still not a match for native packaged apps. They still
have a lot of subtle problems which crop up for the novice user like me.
