There is a process to orphan packages, but it is a process started by the maintainer. Periodically, you can see on the -devel list that unresponsive maintainers have their packages orphaned. This leads to all sorts of dependency issues. A bunch of java dependencies were orphaned earlier this year, iirc, and it caused many packages to be removed because their dependencies could not be met.
