what is "DE agnostic"? you will not believe it but you can even make
"yum install gftp gedit" on KDE systems, really that works, proven

your "Assuming, of course, that your DE has something like that" in
context of "system-config-*" is simply a useless comment, accept
it and learn to understand that fedora apckages are NOT
"DE agnostic" at all
