Indeed, as the announcement at the top of that page says:
Announcement: The Bugzilla database suffered a hardware failure on
Tuesday, June 13th around 13:00 (-0400). Unfortunately there was data
loss that could not be restored from Thursday June 8th, 21:00 (-0400)
til that time. Any bugs submitted or changes made during that time will
need to be redone. We apologize for the inconvenience.
