I think you missed out a part of what I said which was confined to the
release. The updates system should check for this and refuse to publish
if a sane update path doesn't exist from a previous release.
That updates for dist N would have to wait for updates for dist N+1 would be
unfortunate.
Maintainers don't necessarily have to wait. They just need to fix it
simultaneously when they do an update. That is a bit more work but I
don't think that's unfortunate.
