1) fedorabugs member used to control access to changing the fedora-cvs flag is only temporary, because Bugzilla lacks an equivalent group of cvsextras. Ideally I believe fedora-cvs flag should allow only cvsextras to set the fedora-cvs? flag.

2) cvsextras as a requirement to set fedora-cvs? is not a problem, because a contributor should *become* sponsored before check-in anyway.
