When using SyncNEEDED, A-3 was done by submitter(reporter). This time
B-2 should be done by reviewer(assignee), okay?


Good idea. I suppose either reviewer or submitter can do fedora-cvs?, cutting down the time waiting overhead a bit.

Only potential problem, is the reviewer may not know which branches the submitter wished.

Any thoughts?
