there's a thought that maybe fedora should think about discouraging the
use of rpm as a command get people to use things like repoquery more.

Formal docs in Fedora(http://fedora.redhat.com/docs) shouldnt be usually referring to RPM commands at all anymore but there are things like rpm -ql which are quite useful and dont have a yum equivalent.
