Also we never just relied on third parties even if we closely worked together with the FSF and OSI, Fedora always reviewed more licenses than either of them, and I doubt the SPDX project will either.
Technically speaking Fedora is made "only" from software from external third-party software. We call it upstream and we encourage maintainers to file there issues all the time. :)
We do not rely on SPDX project. We utilize it. We do not rely on
it more than we rely on Gnome foundation, Linux foundation...
We have some licenses that does not meet SPDX inclusion principle
and we define them as LicenseRef-* We can do that without SPDX
approval and yet it is allowed by SPDX standard.
