Is this LicenseRef-Fedora-Public-Domain or CC0-1.0? I think it's LicenseRef-Fedora-Public-Domain. First, it does not match any SPDX-known license text. Second, "CC0 Public Domain Dedication" probably refers to SPDX license CC-PDDC <https://creativecommons.org/licenses/publicdomain/>. Third, the <http://creativecommons.org/publicdomain/zero/1.0/> link refers to CC0-1.0, a different license from CC-PDDC. Last, recently I asked a similar case (a public domain dedication with a fallback to a license) <https://gitlab.com/fedora/legal/fedora-license-data/-/issues/306#note_1530527250> and Richard Fontana concluded that these kind of texts fall into LicenseRef-Fedora-Public-Domain bucket. -- Petr
