I've used the Fedora licensing documentation many times over the years to advise and inform people of what they should pick. The good/bad split as well as the "will it blend" chart are extremely helpful for giving these people an understanding of what they should go with. Approval/Disapproval language is too weak for that purpose. Objectively, someone can pick any license.
