[OS-BUILD PATCH 0/2] [redhat] enable CONFIG_MEMORY_HOTREMOVE and CONFIG_VIRTIO_MEM on aarch64

Let's enable CONFIG_VIRTIO_MEM also on aarch64, like we do in cs9. To
achieve that, we also have to enable CONFIG_MEMORY_HOTREMOVE.

These options now match the cs9 counterparts and virtio-mem is enabled on
both, x86-64 and aarch64.
