I think this error maybe a downstream RHEL special as it's enabled on Fedora
just fine and enabling it on RHEL config and running "make -j 8 dist-configs-
check" gives me no errors and:
```
$ grep DEVICE_PRIVATE redhat/configs/kernel-aarch64-*rhel.config
redhat/configs/kernel-aarch64-64k-debug-rhel.config:CONFIG_DEVICE_PRIVATE=y
redhat/configs/kernel-aarch64-64k-rhel.config:CONFIG_DEVICE_PRIVATE=y
redhat/configs/kernel-aarch64-debug-rhel.config:CONFIG_DEVICE_PRIVATE=y
redhat/configs/kernel-aarch64-kgcov-rhel.config:CONFIG_DEVICE_PRIVATE=y
redhat/configs/kernel-aarch64-rhel.config:CONFIG_DEVICE_PRIVATE=y
redhat/configs/kernel-aarch64-rt-debug-rhel.config:CONFIG_DEVICE_PRIVATE=y
redhat/configs/kernel-aarch64-rt-rhel.config:CONFIG_DEVICE_PRIVATE=y
```
