Quoting from the cs9 commit: In the debugging kernel, CONFIG_DEVMEM is enabled. Since CONFIG_VIRTIO_MEM depends on !CONFIG_DEVMEM or CONFIG_STRICT_DEVMEM, this enables CONFIG_STRICT_DEVMEM in the debugging kernel.
