redhat/configs: enable CONFIG_VIRTIO_MEM on aarch64

Bugzilla: https://bugzilla.redhat.com/show_bug.cgi?id=2044155

Just like we do in cs9, let's enable CONFIG_VIRTIO_MEM on aarch64.

Quoting from the cs9 commit:

In the debugging kernel, CONFIG_DEVMEM is enabled. Since
	CONFIG_VIRTIO_MEM depends on !CONFIG_DEVMEM or
CONFIG_STRICT_DEVMEM, this enables CONFIG_STRICT_DEVMEM in the
	debugging kernel.
