I'm seeing the same.
The menu bar at the bottom of the screen is unresponsive. Sometimes an
odd cursor shows up (one of the window resize cursors) when I mouse over
the bar.
I have killed plasmashell in a separate console (ALT-F3) or in a bash
shell as root. Plasmashell restarts and everything works OK.
When I try your method to restart using systemctl, I get an error:
Failed to restart plasma-plasmashell.service: Transport endpoint is
not connected
