I think this is a step backwards. There is no replacement for xsettings-kde. 
kde-gtk-config is clearly not a replacement for xsettings-kde. It supports 
manually setting a small subset of the settings that xsettings-kde 
automatically picks up from KDE settings. As far as I can tell, many of the 
settings that xsettings-kde sets are still not set by anything in the Plasma 
and kde-gtk-config stack.

That said, I realize that kcm_gtk and xsettings-kde in their current state 
are stuck in the kdelibs4 universe and as such obsolescent. They need to be 
ported, but I do not have the time to work on the port.

So in the end, I'm going to leave the decision to the people actually 
maintaining those 2 Fedora packages (i.e., mostly you).
