Thanks Rex. When I executed the dnf command to install the KDE Plasma Workspaces group, it wanted to pull in rsyslog. Looking back at my dnf logs, installing "kde-desktop-environment" tried to pull in rsyslog. On further inspection, it looks like kde-desktop-environment needs the mandatory "Standard" group, of which rsyslog is a mandatory element. So you are right, rsyslog is not in any direct kde comps group. The issue is more that rsyslog is mandatory for the Standard group, where my ideal situation would be that some system logger is a mandatory part of Standard, but not rsyslog per se. I will reconsider my approach here.
