I've had similar on F23: https://bugzilla.redhat.com/show_bug.cgi?id=1291260 I find it happens with both launching from the desktop menu and from the panel (and it's actually not always the first one either). I don't get this on my machine at home, only my work one. One difference is that home is a single screen setup but work is a dual screen setup.
