It's no bug (for better or worse), you really do need to restart your 
session after upgrading plasma from 5.4 to 5.5.  KDE upstream 
officially/technically does not support upgrading plasma from within an 
currently running session (yes, that's not great)

Kickoff changed significantly, so it's functionality will be diminished (or 
broken) until plasma is restarted.  Unfortuantely, kickoff is also one way 
to logout/restart as others have mentioned, and that can stop working in 
this case.  Good news, that's not the only way to logout/restart, krunner 
can do it too:

ALT-F2: logout
ALF-F2: restart
