I meant that the announce list will have all subscribers moderated but be open to subscription from anyone and the discussion list will have all non subscribers moderated and be open to subscription from anyone. ie, I see 0 reason to try and confirm someone is a "official" mirror admin before allowing them to subscribe to the lists.
