Yes, indeed. This is desired, I assume, as there's already a default
font for the language and users can install additional fonts if they
like.

I would be happy to have Rachana also included in the default, but
doesn't that cause issues with the default/minimal iso size and
related concerns raised earlier in the devel list?
What could be the best trade-off?
