I brought it up before.  I do agree that the policy is wrong:

Discussion continues in June.

I have found it difficult to reconcile the actual OpenJDK behavior with
the claims in this thread (about Class-Path use with -classpath, and the
ability to override Class-Path-referenced JARs).

I do believe the rule banning Class-Path makes no sense, and something
like this manifest attribute is needed to prevent dependencies from
bubbling up to the application level.
