You cannot easily lighten another's load without their wanting it, though. *All* steering committees are empowered to pass on "responsibility of decision making" to a smaller group. If FESCo is feeling too heavy with discussions and decisions, it can easily choose to empower a few members, a SIG, etc. to make a decision.
