I just have some thoughts for you to consider. I believe that when selecting which language to use for the installation, one should concurrently select the default keyboard.  But we need the presentation in the target language to tell us that. And that begs the question, why have every English Variant in anaconda's initial screen presentation? Would you also want to include every Arabic, French, or Spanish varient?  
 
With this Gui expansion for English layout that you presented, and as I viewed it, what will a text mode installation be like?  Will there be a simulation of the GUI presentation? 
 
my thought is that you present one version of each language that will be supported. It is a good idea if at the time of the choice of language we should concurrently choose the keyboard layout. 
 
I bring this up because I have a pair of netbooks with the latam Keyboard layout embossed with fixed position keytops.  The keytops cannot be repositioned. I use the default English setup and when the keyboard selection is presented along with the other spokes, I make the correction then. If I can do the keyboard selection then, why not include the language variation then. For example, I whiz past the initial screen and then add the French and Spanish languages as part of my installation. I also setup the keyboard layouts from the hub/spoke. Is that a better place to refine which version of a language to be installed?

Well, I guess I was thinking about the distinction between LANG and
LC_* , in technical terms. I suppose you can pretty much assume they
want the same for both in most cases, though...
