If I compare this language selection objective with what other distributions are doing, (example SUSE12.3), one chooses the language and then one clicks to choose the keyboard layout for installation.
Again, this should be the keyboard layout for the installation process, and not necessarily the keyboard to be used once Fedora is installed. (On my system I have Canadian French and USA English with Euro on the 5 key) The CA keyboard is my default. It is setup with the spoke option

I don't think it's entirely clear if the secondary box is intended to
let you pick a variant of a language which has several, or if it is for
picking a locale (with the list being populated based on the language
you chose), or if it's intended to do both?
