For stage2, yes.  In fact, the fc4 installer (I don't know about the
RHEL installer) already uses urlgrabber for ftp/http downloads.

The loader is a different issue.  It uses its own HTTP/1.0-ish
implementation.  The loader is the thing that's going to fetch
updates.img.
