JFTR I guess you don't need an empty dummy package that fakes to
provide pulseaudio. If you don't use pulseaudio and something has got a
hard dependency to pulseaudio, a dummy package seems not to harm, but
you never know. Assumed you once need a package that hard depends on
pulseaudio, instead of installing pulseaudio and disabling it or
instead of using an empty dummy package, you could use ABS or AUR and
compile with pulseaudio disabled.
