One problem with usb sound cards is that udev, on some system, load them atboot time before than alsasound load them. And alsasound cannot load the soundcards with the order specified in /etc/modprobe.d/alsa. After restarting (stop+ start), the order is the same than in /etc/modprobe.d/alsa.
This is the easy case. It is just to blacklist snd-usb-audioin /etc/modprobe.d/blacklist and it will not be loaded by udev.
For your problem, the only solution I can see would be to not use alsasound atall, and use a pure udev system. For that, you will have to write your own udevrules.
An alternative can be to use /etc/modprobe.d/alsa to fix the sound cards order,blacklist snd-usb-audio if needed, and use jack as sound server.
