Why is sound muted by default?

Hello,

could someone tell me why sound is muted by default? Especially for 
beginners this looks like the sound isn't working. As I started to use 
alsa, I didn't know I have to unmute my sound first and finally went 
back to OSS, as I knew that this worked. Later someone told me about 
this problem and I finally was able to use ALSA.

Of course some distributions are doing some tricks to get sound enabled, 
but is this really a good solution. Let's look at the Ubuntu package 
diff against the original files:
http://archive.ubuntu.com/ubuntu/pool/main/a/alsa-utils/alsa-utils_1.0.10-1ubuntu14.diff.gz

Search for "sanify_levels_on_card()" there and you'll find a long list 
where they try to set default values. A long list noone would need if 
there would be a better default in ALSA.

Which is the right place to request a better default?
