It was considered better to have sound muted as default than to risk
hurting speakers or ears. 

(Anecdote: I had a laptop whose default mixer levels under OSS were so
loud, that the builtin microphone recorded ever ambience sound and
played it back again at ever bootup which resulted in loud feedback
until aumix was called to set decent mixer levels.)
