configure XF86 for onboard Tseng ET4000

I just cannot get it to work:
 
The hardware is a Siemens PCD-4H (i486DX100, RAM 40MB, PCI, HDD IDE 274 GB)
with an onboard Tseng ET4000/W32p. The System: NetBSD/i386 2.0
 
Text-mode console works fine, it appears to me, the X-server just cannot
establish a connection to the graphics-card. 
Could this be a PCI configuration problem?
 
Can anybody please help?
